Intent: Complete the remaining Phi-4-mini ANE layer builds because the user explicitly requested all layers built to completion, while preserving validation-before-scale discipline and the project ANE-only gate policy.

Setup: Planned command: the remaining-layer batch stage of the Phi orchestration script; explicit bounded remaining-layer range 16–31, with preflight between batches/layers and existing guarded per-layer convert, compile, strict MLComputePlan residency, and numerical smoke gates.

Result: Intent recorded before execution; no new placement, cosine, latency, energy, or artifact-count results yet.

Surprise / hurdle: This advances to completion only because the remaining range is explicit and bounded; it is not an unchecked full conversion.

Lesson: Completion-scale conversion is acceptable only when the user explicitly requests it and the runner keeps batch/layer preflight plus residency and numerical-smoke gates in the loop.
